I read it that to be that the Council, after a fee of £400 [paid by you] will sit in judgement on the matter and take a decision either way, so it's not cut and dried that they will decide in your favour. Also it's not clear as to who will pay for the hedge to be cut to the required height when the hedge is cut by the Council, should they decide in your favour, if the Hedge owner does not opt to do it himself or hire a contractor to do it. So the cost could fall on the Hedge owner, yourself, or be shared by the both of you. Further enquiries with the Council should clarify the matter. Paying the £400 is no guarantee that the cutting will be done forcibly
