Personally having been in the nursery trade and used to go to the bulb auctions in Spalding twice a week I learned that there are some firms in Spalding I wouldn't touch with a barge pole. We used to watch them buying up all the cheap lots of bulbs and roses etc that we as nurserymen wouldn't have given a second look to. IMO I also wouldn't buy bare root roses normally outside of the October to March guidelines, however, having said that this year weatherwise was a lot different in that we were having March weather through to May in certain parts of the country. It sounds very much like the roses you have bought were passed it when sent to you. So you if I were you I would get a refund ie under the goods not fit for purpose legislation, but unless they want the specimens back do as others have suggested and stick them somewhere out of the way in the garden in the hope that there might be a spark of life left in them, more likely to get suckers from them than anything but its worth a try.
