Fancy - you are right, I am not at all familiar with the intricacies of the law and what have you.
However, what I do learn from are those bits and pieces you can pick up from the radio news/programmes etc. Far from being an expert I am aware of the fact that today the Lord Chief Justice (or whomever) announced his opinion that far too many people are put in prisons rather than doing community work.
I cannot "rest my case" with this particular statement but it does seem to add weight to the philosophy of more community service.
