Well I'm in Dublin and can safely say we've had more than our fair share of rain - in fact last week, it just didn't stop. Good tip about the plastic. Last week I planted a rose just before the downpour and an old gentleman who lives nearby suggested I get and old ribber mat or carpet, split it and place it around the base of the rose til the rain stopped. I did that and the roses seems to be still alive.

It's worth remembering, that even though plants will pretty much stop growing during the winter, they STILL require water. Keep an eye on it and water if necessary, don't rely on general rain, and try to use rainwater, as Camellias are acid loving.
BTW, it looks a bit to me like you have 'mealy bugs' (woolly aphid). I would probably just pinch them out, but not a bad idea to use some chemical control.

      Cheers...Freddy

Thanks Freddy. Will keep an eye on the watering and it will get a cleanup tomorrow.
