Here we are around 5 weeks.

Is now the time to give it a mow ?

Im paranoid about the roots not being strong enough but have been led to believe mowing it will make it grow out and fill patchy spots.

The new seeding looks too low to mow yet. I'd be inclined to re-seed the patchy areas.

As to mowing as i can't use a tradition mower even a self propelled one, I have to use a ride on ( yardman dx70 ).
If I seed my lawn am I stumped from using a ride on, or is turf better in this case.

Here we are after the cut !

Not looking terrible but certain areas are going white and brown.

There is a lot of white in the pre existing grass also.

Is there anything i can apply to resuce this ?

Looks like you are cutting too low jonathan.
Raise the cut and try to mow at least once a week. Keep well watered too :)
For me regular mowing and higher cut are two of the most important things to do to a lawn right now
