Do they develop the bulb/tubular when grown from seed?

Yes, sweetpea. At the end of the season a Dalia grown from seed will produce tubers just like any other Dahlia. They use it for storing sugars and starches to see them over the winter and to give them a good start next year. Its like a bear eating as much as it can at the end of summer and getting very fat before it hibernates for the winter.
