When I was running my business my business partner did all the checks. They have probably changed the rules now (I've been retired 11 years) but the rules used to say that the tests had to be carried out "by a competent person". He had the ability and all the gear for it. When 'Elf and Safety' did their inspection they were happy with the way we did things. We had over 100 hundred pieces of equipment and couldn't afford to pay someone to do it for us.

Thats Why I was involved. All the test gear used by the company had to be complient before used on location. At the regular calibration service they were routinely verified.
On-site for general equipt. it was outsourced to anyone who would do it cheaply. We had literally hundreds of P.C's + monitors, printers, desk lamps, Multiblocks and cables in their thousands.
Even at £1.00 per item a company could spend a few days on site and earn good money.
No way did they do the same job as we did on our own testing - they just didn't have the time to remove plug tops, check fuses etc. - but the label was correctly dated (usually)
That's why Company's were set up to offer this service - using a trained monkey who didn't mind being bored rigid.

My daughter runs /owns a home for the elderly at Llandrindod Wells 40 + residents. Computer use is encouraged, but few use this.. along with other things, music, bingo with prizes, art, walking, lots of pastime stuff. I used to help out around Christmas when there were staff shortages. Now I am almost the same age as some of the risidents. This is almost a free ad. not intended.

Even if the residents can't make use of Internet access unassisted, surely many of their visitors would be able to use such a facility to benefit their friend/relative/whatever they're visiting, enabling them to use email/messenger, view online pics/vids, or even converse with relatives via webcam, etc. ?

P.S. I even expect wifi internet on whatever campsite I stay on these days.

We have a site, Medicare.gov. over here, In this site you can review nursing homes survey results. We also have what is called "continuing care facilities". They are basicly a three level facility, usually over many acres. The first is for "independant" living, there are very pretty little homes, with all the stuff in it, kitchen, bedrooms living areas etc. then if something happens and you need more you move to Personal care living area, where, your in a different building less area but "more" help, then the third is the nursing area, when your really sick, or deabilitated.
This type of set up, is a contract from the get go, and an agreement on the facility that no more will be charged to you as you age, "need help" than otherwise contracted initially.
Some are very fancy, some are low key country style, depends on the area.
As far as the quality of staff, no matter where you go, there are good and bad and the inbetween. It is a matter of having an advocate for you should it be really a health risk.
