Well it depends on what you consider to be the purpose of prison. If it's solely punishment, bang them up in a cell with inadequate toilet facilities for 23 hours a day and turf them out when they have served their time. See where that gets you. @noisette47
A lot of prisoners are not there because they are evil or a danger to society. What if they see the error of their ways and want to turn their lives around? Surely having a trade would be beneficial.
Of course you need to count the tools in and out. It would be insane not to. But not every prisoner has been convicted of a crime involving violence. You need to assess who is going to use a trade tool as a weapon. A paper clip can be a weapon of you poke it in someone's eye.

For those here who have been reading about the Stonehenge stone that has been proven to have originated in north east Scotland, here is an idea in the Guardian letters page:

“So just how did the altar stone get the 450 miles to Stonehenge from north-east Scotland? Might I conjecture that Neolithic judges wanted to avoid filling prisons with convicted rioters so sentenced them to drag huge stones across the country as a punishment? Now there’s a thought.”

The problem for me was my "tree trunk" blackberry thorn was in the tip of my right hand ring finger. I used a magnifying glass to look for it but then was left with no third hand to wield the needle to dig it out. I am right handed so everything I did was painful. When I eventually did get it out I was rather surprised at how long and thick it was. No wonder it hurt!
Yes, I had forgotten the soak in as hot as you can bear, salt water. Then try a magnet, if that fails cover with a Germolene pad and cling film for a couple of days. Another soak in hot salt water and hopefully things will start moving. If not it might be a good idea to have it checked by the nurse at your surgery rather than going to A & E. Keep it covered and clean at all times to avoid infection, it is already enough of a problem.

Most likely by raft down the west coast of Scotland and England, Then up the Bristol Channel and as far along the Severn as possible, then rollers to Stonehenge.
          Would make good reality TV.
Problem is you'd never get planning permission for Stonehenge these days and Nature Scot would probably not give permission for the stone to be removed in the first place. Finally navigating the laden raft through the wind turbines and gasfields off Morecambe Bay could be tricky.

It appears that my 'digging' with a needle yesterday, followed by getting whatever gunk out, has done something positive.. whilst my finger is still a little swollen, it is nowhere near as bad as it was this time yesterday and nowhere near as sore/angry.. indeed, it feels a bit like when you've cut your finger but it has partly healed.

Would it be foxes? They've been rampant around our area this year (quite a few locals complaining)

Mine was definitely a combination of molluscs and pigeons.

You'd think the vets might be able to share some of their extortionate profits.

The profits go to the true owners of the surgery, private equity companies that are only interested in profit. See the whole article. Pet owners forced to euthanise their pets because the fees are too high. For myself, one receptionist told me that rather than pay for a prescription drug at their surgery I could buy the same thing in Boots for 10th of the price.

I was surprised to hear the vet tell me to get a prescription and buy it online, he said it would be cheaper.
They are only going to tell you that if they themselves think the vets company is ripping people off.
