No, I think he is right, that chrome ring is probably part of the connector to fit on to the supply of sausagemeat and maybe that hole is to secure it to the stand, I would put my money on it!

The object is a glaziers hammer,the plastic tube is to hold nails which pumps them into position, and the chrome head is the actual hammer head.
