I like your guess on cellotape / Sellotape but I would say normal and not double sided because it looks like it's a dispenser and the upper sticky side would get very dirty!

A mini slide for ants / bugs / etc?

 

I think elainefiz is correct in saying that it is a cellotape dispenser. If she hadn't have already said it then I would have.
