    That looks like the muck you get out of a filter Pal - could it be some sort of filter for a pond ?? Perhaps a sand filter - but that's because you've already given a clue about sand so I won't take all the credit if it is.

    Anyway, I'll say a water filter.

    That blue bit at the top is throwing me off ...

    Is it a concrete (painted obviously) foot to hold a planter and that's what that blue thing on top is ... or is that a foil to confuse us? Quite easily done, I might add! :D
