The 'teeth' look like something to tighten up? Some sort of a rotating clamp?

It is wooden...it has a handle on top & a tuning handle on the side. I just can't remember exactly what it was used for or how i know it (what i'm thinking of i mean, obviously i don't know what your pic is....or do i?)
