            what about a type of Erica (Bell Heather) it may be a old specimen and they have removed the lower growth ?

                  That is quite possibly a Prostranthera, do the leaves have a slightly minty smell ?

                      Hello, Here is a close up of flowers and leaves. Sorry I do not have a posh camera with close up abilities. Just realised the shrub has a medicinal smell like camphor. Leave thumbnail photo below.                       Yes they do almost like camphor. Will look for an image of a Prostranthera. Thank you
