Just another thought now that my brains gone into overdrive. I'm wondering if your sisters bird has escaped from an aviary. I'll do some research later, meanwhile my thinking cap's on as my mum used to breed foreign birds and there are quite a number with red legs.

i was thinking the same @Sheal i wouldn't be surprised if this weather we've been having hasn't played havoc with many an aviary. a few years ago a storm ripped the perspex roof right off the top of our aviary! thankfully we lock all our birdies safely inside their shed at night but had we not they would've all been gone

we also once watched as a pair of tiny little Orange Cheeked Waxbill's flitted about the garden, definitely escapees (not mine i've never had them) amazing to see but very sad to think there is no way they could've survived the winter without help

anyways i was thinking possibly a Java Sparrow for your mystery bird? quite a common aviary bird, they're roughly the size of a budgie & have a black & white head with a dark grey body (there is also a pied mutation with splashes of white on the body) they usually have pink legs though but apparently some can appear quite dark almost red in colour.

 

or....maybe it was just your run of the mill Magpie who just happened to get a rather fetching pair of red knee socks for Christmas

 

Armandii has said that the bird was at his sisters feeder/s, I'm not sure the Java is a bird that would 'cling' but who know's, if it was desperate to feed.

A magpie is larger than a starling Honeybunny.
