I had a 'gardener' almost do that to a beautiful ceanothus once. Fortunately it did recover but it was just about to flower when it was hacked. It's never flowered in the same abundance since.

Wonder how far that willow is from the house or any pipes? When we bought our first house the sellers talked about their wonderful weeping willow outside the dining room and it was the height of the roof. I was thinking "what about the roots?"
The second weekend after we moved in the willow was in bits, the roots poisoned and the scouts took the wood for their bonfire. I love trees and have planted thousands but would not have a large willow in anything but a very large garden and well away from any water or sewage pipes. I was aware that not only could it damage my property but also that of my neighbours and I would be responsible.
