Dog napping is big business these days a prog on tv some weeks ago told of how the dogs are targetted and once the reward is offered, the thug who took the dog contacts the owner saying look i bought this dog innocently for however much so i want the reward and the cost of the dog back £200 or £300 is apparently the sum added to the reward naturally most dog owners will pay whatever to get back their beloved pet.

According to the Mirror, money was exchanged...it says..

Lily Allen pays gang £500 ransom to get her missing mutt back
HOORAY! Lily Allen's been reunited with her gorgeous dog Maggie May - but she had to pay a ransom to dog-nappers to get her back.
The pop babe reckons a gang of organised pooch-pinchers stole her English Bull Terrier - and she's gutted she had to hand them £500.
She explains: "We got a call from a man in Leytonstone in East London. He said he had Maggie and had bought her as a present for his sister.
"He said he didn't really want to give her back but was persuaded by the reward.
"Some friends went to meet him a couple of hours later to see if it was Maggie. Luckily it was.
"They were asked to follow the man and his two mates in a car for a few minutes away from the main road. They did this, handed over the cash and got Maggie back."
But then they offered to sell her pals more puppies.
Lil says: "This made us realise that these people were obviously in the business of moving dogs.
"Now I feel guilty for giving these people money and contributing to their cruel business. But I love my dog and felt I had no choice."
The singer says she's distraught to think of the ordeal Maggie has been through since she was stolen last week while out with her walker.
"She is riddled with fleas, a bit sad and very thin," says Lil.
"Some people have been speculating that because she's thin and had fleas she must have run away.
"But Maggie was tied up and in her cage in the back of a van on the day she went missing.
"She could not have escaped - she was definitely stolen.
"The fact that she was very thin makes me think she was not fed and the fact that she was infested with fleas implies that she was kept with other animals, and that they were maybe stolen too."
Lil says the issue is now being dealt with by the RSPCA and the police. But she thanked everyone who sent her messages of support while Maggie May was missing.
"I am so grateful," she says. "I now know there is definitely some sense of community and goodwill left in this country, contrary to what some people might say."
A police spokesman said last night that enquiries are continuing. But they wouldn't say if they were following up any leads.
