The govt. web page on PBR says that one of the not-allowed things is "keeping stock of your plant species for any reason" - if I buy one and it's something hardy like a shrub, am I "keeping stock" of it? What about if I buy a dozen surfinias, overwinter them and grow them on for the following year, is that "keeping stock"? What if it's a PBR raspberry plant and it propagates itself by running/suckering and I end up with loads purely by letting it do what it wants?

Unless you seek to resell the produced plants, you will be 'under the radar'. Its similar to copying a music track. One for you, probably ok, Umpteen for the world abroad, see you in court!
If your favorite garden centre keeps the pretty labels at checkout; then they are 'at it'!
