What on earth goes on in some peoples heads?

I believe its free.
The thing is, with the cameras, sometimes its worse than it looks on the camera.

 

Its just that driving standards have completely gone out of the window these days. It just seems people do as they see fit. The thing is, the councils even encourage terrible driving behaviour. Whatever happened to the rule of not parking within so many feet of a junction? Near our mam's, there's a T-junction onto a busy road, and the council has painted actual parking bays right up to, and around, the junction.
