    At last we have the answer.
    I think we have to give it to Jaz with snuffer torch as the first correct answer up on the forum....

    Before permanent street lighting, the well-heeled could be escorted home by men or (more usually) boys holding a lighted torch. The gentry could see where they were stepping and avoid pot holes, puddles and muddy patches on their way home.
    They paid a small fee for this service. Once they were safely ensconced the torches would be extinguished in these inverted cones, thereby extending their profitable life. The torch bearers would return to the centre of the town search for further clientele in the dark.

    That was a good one Capney. I wouldn't have guessed it in a million years. I've heard about the boys who used a torch to show people the way home, but never seen a snuffler before. :thumb:
