Who owns the roadside verges?

Ask the local parish Councillor first. My sister had her eye on a similar small plot which was an eyesore of waste and weeds, she approached the local council and they were very pleased for her to look after it and tidy it up.Though it will never be 'hers' it is now full of flowers & shrubs.....some local people have even donated surplus plants for her to put in - everybody is pleased - it looks nice and improves the whole area!
